What Quantum Park is
INDOOR MANUFACTURING AND WELL-PAYING JOBS, BUILT FOR MARSHALL COUNTY
Quantum Park is a proposed 124.96-acre industrial subdivision on Highway 99, on land beside Volunteer Materials' existing quarry. The plan brings indoor, light manufacturing — and the steady paychecks that come with it — while keeping surrounding homes and farmland protected by wide, permanent buffers.
The conceptual plan divides the property into four developable outparcels, wraps the eastern edge and the highway frontage in landscaped open space, sets aside frontage land for a vocational center, and prohibits mining across the entire site.
The three commitments that anchor the plan
What we're putting in writing
No mining. NO DATA CENTERS.
Mining and data centers are prohibited across the entire subdivision. The site is being rezoned and built for indoor manufacturing, with 25–30 year commercial leases written so that mining stays prohibited for decades to come.
Permanent buffers
Roughly 14 acres of open space — owned and maintained by the Property Owners' Association — run as a continuous 150-foot landscaped buffer along the eastern boundary and the Highway 99 frontage.
A vocational center
About 10 acres along the highway frontage are reserved for a vocational training center — an answer to a workforce-training gap people in the county have pointed to for years.

Keeping trucks off Highway 99
LESS TRUCK TRAFFIC ON THE PUBLIC ROAD
Part of the site will include an on-site concrete block plant served by the neighboring Volunteer Materials quarry. A dedicated cut-through routes those quarry trucks off Highway 99 — pulling that traffic off the public road and reducing the truck movement neighbors see today.
The 60-foot internal right-of-way keeps movement inside the park, with fewer driveways meeting the highway.
